Ban on JeM chief: US sets up UN clash with China

China earlier this month put on hold a request to put Masood Azhar on the UN sanctions list, over his alleged ties to al-Qaida. The US draft resolution condemns the suicide bombing and decides that Masood Azhar will be added to the UN sanctions blacklist.
